Joyce was honored for her 14 years of service on behalf of Howard County’s citizens with disabilities. During her tenure she presented programs on many disability-related topics, including Disability Awareness and Etiquette, the Americans with Disabilities Act, Child Care and the ADA, and others. She has made presentations at Howard Community College, the libraries, the hospital and the Korean American Association, among other groups. Joyce has been an effective advocate and she has trained others to be outspoken on disability rights issues, including access to buildings, employment and post-secondary education, voting rights and responsibilities. She also encouraged self-advocacy when policies were being formed, legislation being considered and procedures being planned.
